Of course 9/11 was preventable, all we needed to do was a little luck and win the lottery, the problem was that the Bush administration did not bother to buy a ticket.
We can argue over what the odds of stopping the plot were, they may have been as low as 10% or as high as 90%, the fact is we will never know because nobody seriously tried.
