This is a common site in the San Francisco Bay Area. The (closed landfill) hills next to Yahoo! have had goats visit several times a year since at least 2000. http://www.flickr.com/photos/cbepxcekpetho/554409312/ Goats are much more effective and affordable in the long run.
Yes, many hills in the Bay Area have visits from goat herds periodically to reduce scrub that can burn. Unfortunately there are some non-native grasses they won’t touch unless they’ve been starved.
This is great. I remember the ecologically-minded mayor of Curitiba in Brasil did a similar thing with the riverbanks.
